Troy Rosenbrook’s leadership at Highland Bank reflects over four decades of experience marked by strategic vision, collaborative innovation, and a deep commitment to community banking. Since joining the organization as Bank President in October 2017, Troy has played a pivotal role in shaping Highland’s growth trajectory and reputation. He built a high-performing sales organization and worked closely with the leadership team to position Highland as a trusted, solutions-oriented commercial bank. In July 2025, Troy transitioned from President to Executive Vice President. He will retire on December 31, 2025.
Troy’s career began after earning a B.S. in Finance from Minnesota State University–Moorhead. His professional
journey spans both community and national banks across the upper Midwest, giving him a broad perspective and
a deep understanding of the banking landscape. He has consistently championed workplace culture and talent
development, fostering environments where teams thrive and deliver exceptional service.
Throughout his career, Troy has been recognized for his leadership and influence in the banking industry. He
previously served on the Minnesota Bankers Association (MBA) Board of Directors, where he contributed to shaping legislative and regulatory priorities that support community banks. In 2023, he was appointed to the American Bankers Association (ABA) Community Bankers Council, representing Minnesota in national discussions on key industry issues. These roles reflect the trust and respect he has earned among peers and policymakers alike.
Troy also served as Director and Treasurer for the St. Paul-based nonprofit Conservation Corps of Minnesota and
Iowa, an AmeriCorps-funded organization focused on youth development and environmental stewardship.
At Highland, Troy has led by example—listening first, identifying challenges, and crafting practical solutions. His
customer-first mindset and steady leadership have helped define the Highland Bank experience and will leave a
lasting legacy.
